Where Japanese Tea Actually Comes From (It Is Not Where You Think)

Japanese tea marketing runs on two place names. Uji, near Kyoto, for prestige — especially matcha. Shizuoka, for volume and reliability.

Both reputations are earned and both are somewhat out of date. Over the past fifteen years the production map has rearranged itself, and the changes are large enough that the tin in front of you may be telling you about history rather than about geography.

Here is what the production figures actually show.

The headline: matcha's biggest producer is not Kyoto

Matcha is made from tencha — leaf that is shaded, steamed, dried, then stripped of stems and veins before grinding. Tencha production is tracked separately, and the 2023 figures look nothing like the marketing.

Kagoshima — the far south of Kyushu, roughly 800km from Kyoto — produces more of the raw material for matcha than Kyoto does. By a wide margin.

This is recent. In 2008, Kagoshima's recorded tencha production was zero. The prefecture built the category from nothing in fifteen years, largely by converting fields from sencha as export demand for matcha climbed.

Which does not make "Uji matcha" a lie

Before this reads as an exposé, it is not one, and the reason is in how the naming rules work.

宇治茶 (Uji-cha) is defined by processing, not only by where the leaf grew. The Kyoto Prefectural Tea Industry Association's 2004 definition permits leaf from four prefectures — Kyoto, Nara, Shiga and Mie — provided a Kyoto-based business finishes it within Kyoto Prefecture. Kyoto-grown leaf is prioritised, but the name is a statement about a processing tradition rather than a single field.

Uji's genuine claim is expertise: centuries of accumulated knowledge in shading, in tencha production, and in stone grinding. That is real, and it does not disappear because leaf grows better in Kagoshima's climate.

The practical reading: a region name on Japanese tea tells you about the merchant and the tradition, not about the soil.

Which is an argument for rather than against buying Uji matcha — you are paying for the finishing expertise, and that is the part the name genuinely certifies:

Kanematsu

This one prints the things a producer only prints when they are proud of them: a named region (Uji), first harvest, and stone grinding. The 30g tin is the right size — matcha fades within weeks of opening, so a large bag is a false economy.

Shizuoka's lead has almost gone

The other reputation worth updating is Shizuoka's, and this shift is even larger.

Twenty years ago Shizuoka produced nearly twice what Kagoshima did. Today they are within a few percent of each other.

Neither number is a story about quality. Shizuoka's decline tracks Japan's national decline in leaf tea consumption, plus an ageing farming population on terrain that resists mechanisation. Kagoshima's flat land, warm climate and larger, newer farms suit machine harvesting and multiple flushes — and suit a pivot to whatever the market is currently paying for.

Which, right now, is matcha. Nationally, tencha production nearly tripled between 2008 and 2023, from 1,452 to 4,176 tonnes, while sencha fell to 60% of its former volume. Kagoshima is where most of that shift physically happened.

What each region is actually known for

With the caveat that regional character is a weaker signal than harvest timing or grade:

Kagoshima's warm climate means its first flush arrives weeks before Shizuoka's — which is why the earliest shincha of the year usually comes from the south.

Does the region actually change the taste?

Here I have to be straight with you, because this article would be more persuasive if I pretended otherwise.

I cannot reliably taste the difference between prefectures. I have not done side-by-side comparisons, I do not buy by region, and if you poured me Shizuoka and Kagoshima sencha unlabelled I would not back myself to identify them. That is also true of most people in Japan, where tea is generally bought by type and price rather than by prefecture.

What the evidence supports is narrower than the marketing suggests:

  • Harvest timing matters more than region. First flush versus fourth flush is a large, consistent difference. Region is a small one
  • Processing matters more than region. Deep-steamed (fukamushi) versus standard steaming changes a tea more than moving it 500km does
  • Within-region variation is enormous. "Shizuoka tea" spans mountain villages and coastal plains with genuinely different products
  • Most retail tea is blended across farms and often across regions, which is what the finishing merchant is for

So treat region as the last thing to optimise, not the first. Get the type right, then the harvest, then the freshness. If you are still refining after that, then compare regions — and do it side by side, because that is the only way anyone can actually tell.
